He continued in civil service to the state of West Virginia holding such positions as Criminal Investigator, Chief Investigator and Director and in 2005 retired from his most recent position as Senior Director of the Investigations and Fraud Management Unit of the Office of Inspector General within the West Virginia Department of Health and Human Resources.
